Make paper-toolbar from scrolling

My view has a paper-header-panel with a paper-toolbar,a paper-input and 2 iron-selectors in it.What should i do to make the paper-toolbar fixed and not scrollable with the view.Please find the attachment and kindly help with a possible approach to this as i am very much new to polymer.

This should just work unless you set mode="scroll" on paper-header-panel.  Make sure paper-header-panel is sized so it fits the viewport... or something like this:
