I have core-transitionend event listeners on several elements with a paper ripple – namely paper-button, paper-fab, paper-tab and paper-icon-button. Most of these elements execute a transition between core-animated-pages after on core-transitionend to ensure better animation performance.  What I noticed was that the core-transitionend event fires about 1 second later for paper-tabs than it does for all the components mentioned above. I think the ripple-animation's duration is longer on paper-tabs. Is this behavior intended? It feels unresponsive for paper-tabs due to the 1sec delay on top of the 1 sec it takes for the ripple animation to finish.

Is there a way of changing the speed of the ripple animation outside of the component?

I think you can crank up the opacityDecayVelocity of the paper-ripple elements inside the paper-tab elements. It requires a bit of JavaScript. Here's an example: http://jsbin.com/winavu/3/edit
