Can't programatically select paper-submenu inside paper-menu

I *think* i found a selection bug with paper-menu and paper-submenu in that you can't programmatically select a submenu. Here's a jsbin showing it: http://jsbin.com/qeyusajohu/1/edit?html,console,output

Is this a bug or am I doing something wrong?
