Paper Elements with initial values

I seem to be having difficulty with paper elements where I have bound a value which I want to be the initial setting and I want to fire an event when that initial setting is changed.

At the moment it will fire a changed event when i've first bound the checked state to a value, it doesn't know that difference between user interaction and changing of the data-binding.

I think the change event should be based on user input rather than value change.
