how to make content responsive in polymer?

i have a problem dealing with responsive UI in polymer,when stretch or narrow the browser,content will auto adjust its width，but mine isn't,something like this:

narrow width:

but mine is :

what is the tricky in polymer,how to use polymer features to accomplish this?
