1110 S.Adams Street, Demolition Permit & Replacement Structure


The Cliff Cannon Executive Committee is excited to share this "Special Report" on a Demolition Permit and Replacement Structure planned for 1110 S. Adams Street. On May 25th, the Committee received the City's Notice of Demolition and we followed up with one of the property owners who lives in our Neighborhood. Currently, the City's Demolition Ordinance does not require filing plans for replacement structures outside of Historic Districts in residential areas. Neighborhoods never know what's going to happen after these structures come down. 

The Cliff Cannon Neighborhood would like to give a Big Shout Out to Damian & Anne Putney and their partner Neal Shoup for replacing 1110 S. Adams with this "new historic home." With permission, here is the Damian's email sharing the exciting news!


Hi Patricia,
 
Thank you for reaching out!  We purchased this property last November and our plan is to demo the existing structure and build a single family home in it's place.  The current structure is a house that was converted into 4 units and was badly damaged by a fire about 5 years ago. Since there is nothing original on the interior and due to the structural damage caused by the fire, we decided it would be better to start from the ground up to build something really great.  So, our goal is to build a new house, but one that looks like it was built 100 years ago and fits the neighborhood. It's literally a dream come true and we're very excited!  We've hired local architect Nancy McKennon to help with the design and she has been amazing to work with due to her understanding and experience working with historic homes. The plans aren't quite finished but we're getting close to having a pretty good idea of what it's going to look like.  I've attached some preliminary elevation drawings, which were inspired by a 1915 historic 4-square house built in Seattle.  It should look pretty sweet once we get all of the details figured out and again, we're very excited to continue to help improve our Neighborhood.  If you or anyone has any questions or concerns, please don't hesitate to call.  Thanks again, Patricia!

Monroe/Lincoln Storm Garden Cleanup

Concerns were shared with CM Kinnear about the condition of our new storm gardens. Both Lori and Scott Simmons (Public Works Director) followed up on the weeks and sent this update. (Earlier today, I saw City Maintenance crews weeding the storm gardens.) Thank you.

Just a quick note to let you know I spoke with Public Works Director Scott Simmons about the weeds in the Lincoln Street Storm Gardens. I had 
several constituents ask  that it be taken care of. For the gardens to work properly the gardens need to have the inlet free of plant or road debris and 
not weed choked as they are now. Could you all please pass along this information to your email lists? Scott assures me that they will be weeded soon.

Hangman-Latah Creek Corridor Project ~~ Charrette in October

On June 9th, there was a group hike along Hangman Creek with Amanda from the Lands Council and Daniel, Corridor Project Manager. The group discussed restoration, challenges and possibilities of a potential nature path. In October, there will be a Planning Charrette announced in the Neighborhood newsletter and on the Facebook page for Hangman-Latah Creek.

The Spokane Public Library "Build a Better World Summer Reading Program" is a great way to include reading in your summer activities. Spokane Transit Letter of Support: Nine Electric Fixed Route Coaches 

 

Lo-No Grant for Electric Fixed-Route Coaches 

Summary: On April 27, 2017 the Federal Transit Administration published in the federal register a notice of funding opportunity for a competitive program known as the "Low or No (LoNo)" Emission Grant Program. There is approximately $55 million available in funds for this program. The LoNo program provides funding to state and local governmental authorities for the purchase of zero-emission and low-emission transit buses, including acquisition and construction of required supporting facilities. 

One of the main projects under STA Moving Forward is implementation of High Performance Transit "Lite" on the Monroe/Regal Corridor. This project would create a direct route running north and south through Spokane. High Performance improvements would be made along the corridor and would connect multiple centers for greater mixed-use development. Additionally improvements will eventually include construction of the Moran Park and Ride, off-board fare collection, and real-time information. 

Service levels for the Monroe/Regal Corridor requires nine buses during most weekday hours, and five to six buses in the evenings and weekends. The LoNo Grant Program offers an excellent opportunity to acquire up to nine electric 40 foot coaches to operate on the Monroe/Regal Corridor. The acquisition may represent a combination of replacement and expansion vehicles. There will be significant fuel savings and reduction of harmful emissions and direct carbon emissions. 

STA is asking neighborhoods along the corridor and community partners for a letter of support to help make our grant application more competitive, we appreciate your assistance.

Grant Writing Workshop - Spokane Arts Grant Awards

I am excited to share with you some news about our grants program, SAGA [Spokane Arts Grant Awards].
 
A big priority for the SAGA program is to increase access through outreach to Neighborhoods, and help grow the capacity of artists and arts organizations where they live. We are holding a Grant Writing Workshop in District on Thursday, June 22, 2017, 4:00- 5:30 at the Shadle Public Library. Participants will learn about the grant program, application process, and how to write effective SAGA grant applications.

Many thanks for coming out on Tuesday and catching us up on your hard work on behalf of District 2.  An additional thanks to those who signed up for the added strategy the group took on!

Plan Commission Hearing - Wetlands Update

The City of Spokane Critical Areas Ordinance (CAO), Title 17E, Chapter 17E.070 Wetlands Protection has been updated according to the schedule in the Growth Management Act (GMA) RCW 36.70A.130. 

In 2014, the Department of Ecology updated their guidance documents related to wetlands, including changes to the Washington State Wetlands Rating System and updated buffer tables. Jurisdictions fully planning under the GMA are required to incorporate these changes into their development regulations during their next mandated periodic update to their Comprehensive Plan. The City of Spokane is now in that mandated process to update its Comprehensive Plan and has updated the critical areas regulations for Wetland Protection Areas and associated buffers of the City. Revisions were made to the Ordinance to ensure consistency with State Department of Ecology regulations and standards, per WAC 173-22-035, which include:

Celebrate Independence Day Safely!  
June, 2017

Now is the time of year that newcomers to Spokane may be asking how to find a supply of consumer fireworks to help celebrate Independence Day with their family and friends.  They may not be aware of the fireworks ordinance that has been in effect for 25 years in the Spokane community.

The annual data from 911 calls and fireworks enforcement personnel attest to the fact in the coming weeks some community members will plan trips outside Spokane City and Spokane County jurisdictions to secure personal fireworks to use in the county.  During the month of June, fire jurisdictions throughout Washington focus on educating about fireworks and plan for the possibility of extensive fire loss related to fireworks.

No consumer fireworks have been allowed to be sold, purchased or used in the cities of Spokane, Spokane Valley, Cheney, Millwood or the unincorporated areas of Spokane County since June 1993 (a partial ban was in effect in 1992).  Spokane Fire Department appreciates Spokane Public Schools and other partners within the community who use their reader boards, newsletters, and media to remind Spokane of our fireworks ordinances. 

As a result, the City of Spokane has enjoyed a huge drop in the number of fireworks incidents between June 28 and July 6th.
 
Fireworks Ordinance Impact
10 year pre-ban average= 104 fireworks-caused fires/year
25 year post-ban average= 4.5 fireworks-caused fires/year 
10 year pre-ban average= 29 fireworks-related injuries treated in emergency rooms.
25 year post-ban average= 5 fireworks-related injuries treated in emergency rooms.
 
The vast majority of fireworks-related injuries that were treated in Spokane hospitals in the last decade were incidents that happened outside of Spokane City and required patient transportation to Spokane medical care facilities.

These statistics show that our fireworks ban is a documented success in terms of reduced fires and injuries.

Not everyone complies with the fireworks ordinance, and for those who do not comply they are putting themselves and their community at risk. If you choose to light any type of firework it could result in a fine.  Even one lit sparkler can earn a $513 civil infraction.  Please remind your neighbors and residents that the individual use of fireworks is illegal in Spokane.  For violations of the fireworks ban, call Crime Check 509.456.2233.

For those of you who would like to celebrate the season with fireworks we encourage you to partake in one of the locally sponsored commercial fireworks displays.  These displays are set off by licensed pyrotechnicians at Riverfront Park and Liberty Lake.  Celebrate safely!
