[GSoC] Use official isl C++ bindings

Hi everyone,

My name is Riccardo Mori, student at the University of Pisa, I have been accepted in the GSoC program for this year under the mentorship of Michael Kruse and Johannes Doerfert.

I am planning to replace (at least partially) the usage of the custom C++ bindings in favor of the official isl ones.
