The "explosive" Russian submarine being tracked by NATO forces is the 
Novorossiysk, a Kilo-class vessel that reportedly suffered a serious fuel leak. The incident has caused it to surface in international waters off France and prompted NATO surveillance. While Russia's Black Sea Fleet denies any malfunction, European naval assets have been shadowing the vessel as it makes a return journey toward a Baltic Sea port for repairs. 
Reported malfunction and potential danger
  • Fuel leak: According to reports from the Russian security services Telegram channel VChK-OGPU, the submarine experienced a diesel fuel leak inside its hull.
  • Explosion risk: The channel claimed that accumulated fuel inside the sub created a fire and explosion hazard, forcing the crew to surface and pump the fuel directly into the sea.
  • Disabled crew: The report also alleged that the crew was unable to fix the problem and lacked the necessary spare parts and specialists. 
NATO surveillance and response
  • French frigate: On October 9, 2025, NATO's Maritime Command confirmed that a French navy frigate was conducting surveillance on the Novorossiysk off the coast of Brittany.
  • Dutch escort: The Dutch navy later took over escort duties from the UK as the vessel moved through the North Sea.
  • International cooperation: A Dutch navy ship, a helicopter, and coast guard support were deployed to monitor the submarine. Belgium also dispatched a patrol vessel to assist.
  • Atlantic presence: In a post on X, NATO's Maritime Command stated, "NATO stands ready to defend our Alliance with constant vigilance and maritime awareness across the Atlantic". 
Russia's official denial
  • Routine transit: On October 13, Russia's Black Sea Fleet issued a statement denying any malfunction. They claimed the vessel had surfaced as part of a "scheduled inter-fleet transit" after completing operations in the Mediterranean.
  • Following rules: Russian authorities stated that submarines are required to navigate on the surface when passing through the English Channel, according to the UN Convention on the Law of the Sea (UNCLOS). 
NATO chief's remarks
  • "Limping home": NATO Secretary General Mark Rutte publicly mocked the submarine's condition on October 13, describing it as "a lone and broken Russian submarine limping home from patrol".
  • Sarcastic comparison: Rutte contrasted the situation with Tom Clancy's novel The Hunt for Red October, joking that the current situation was more like "the hunt for the nearest mechanic".
