Watch it again. The agents in combat uniforms seem to be trying to provoke violence, but the marchers aren't taking the bait.
Trump and MAGAs might hate it, but it's still legal in America to (as the Constitution's Framers put it) "peaceably assemble, and petition the government for a redress of grievances". Or in more modern terms, to peacefully demonstrate against government actions and people. Including marching on public streets and areas, carrying signs, and shouting at police as loudly as they want.
Trump apparently saw some videos of what happened in Portland five years ago, when a couple of buildings and cars really were torched.
