George Bush allowed Al Qaeda to carry out the 9/11 terrorist attacks so he could have an excuse to enlarge the national security state and so he could count on a 'rally around the flag' mentality to raise his public opinion polls after they had tanked soon after he was appointed as president by the US supreme Court.
