Made a few changes, just formatting and a couple minor changes for
clarity. Added in one comment -- is the Rules committee really "where
bills go to die?" Bills can be killed in any committee. I'm sure some
come out of the Rules committee, don't they? Not sure exactly what
Rules does, or if I caught that part of the discussion.
