This build corrects the settings change issue. It also impacts how things are managed when accounts are changed.

I tested cross-platform on this and I was hoping to get rid of the menu disabled condition but not yet. It does seem to happen less often, but that could just be a fluke in my own tests (only on Mac I observe this menu condition).
