Is that going g to be the new calling frequency for that band?
I have not seen any previous chatter about that possible use of the old gear

3400.200 - huh? I never mentioned that. In a post to the microwave
reflector I mentioned 3400.100+ for non-eme narrow-gand modes.
MY transverter converts 3400 to 145 MHz (because the A32 PLL exhibits
lower phase noise at 3255 MHz vs 3254 MHz).
But what you use for SSB calling frequency will be decided by each
region, most likely. 3400.200 would be easy to remember as 144.200 is
the national calling frequency on 2m.
Here in AK only KL6M and myself have 3-GHz equipment and have mutually
moved 9cm-eme to 3400.000-3400.100. Most likely we would use 3400.100
for SSB.
