One possibility is to have some folk with beacons or known working stations to set up on Umtanum ridge, and for other stations to operate progressively further out.  The ridge location is marked with the purple X below, with a line of site location marked 24 miles away (easy drive just past a sno-park, on the way up to Lion Rock). These locations are > 3000 ft elevation, but often not reachable in winter.

There are many easy-access spots in between, starting ~4 miles away from the purple marker, including the Wild Horse Wind Farm parking lot & BLM/DNR lands.
