Recommendations
 
From 12/14 Minutes -- Under NES Report:
 
Motion*: Putting out RFQ to allow firms (not just individuals) to apply as NES.  This was a motion (or intended as a motion).  It was noted that a firm would be a lot more responsive to Pacifica's concerns.  My recollection is that it was accepted without objection.
 
Motion*: If voting is extended to meet the number of candidates and/or quorum, the membership period should also be extended.  When asked, the NES repeatedly stated that it would cause problems to do so.  But, despite repeated questioning including an in person discussion with the Election Committee Chair, she failed to describe what the problems were.  Directors Johnson and Crosier are both capable of understanding complex, technical matters.
 
*These motions were intended as such, so they could provide guidance for the future,  but they were recorded by the secretary as mere points of discussion.
 
Motion for the 1/11/11 Conference call:
 
To provide more effective and timely elections the following procedures should be followed for an election year:
(1)   By February 1: the new PNB Elections Committee should solicit and secure Statements of Capability (from 4 to 7 election supervisor companies and/or organizations).  The companies would be provided with prior RFQ's.
(2)   By March 5: The Elections Committee will provide and circulate a revised RFQ to interested parties (including, but not limited to the previously identified election supervisor companies and/or organizations).
(3)   By March 12: Conduct a candidate conference for candidate firms/individuals and our Elections Committee representatives.
(4)   By March 19: Deadline for proposal submissions.
(5)   By March 29: Announce successful NES
(6)   By April 2: NES begins work (RFQ should include identification of LES, as needed, for the five stations.
 
The above process is recommended AND it is recommended that no drives take place during the election process (i.e., from the candidate solicitation announcement to one week beyond the deadline for submission of ballots).
 
I believe the above process will address many of the problems we've faced in recent years.

I would remind you that the last time the Election Committee put out a request for bids for companies, that you did not receive on suitable bid.
