Clarification of On-Air Forums Motion

Good Evening,

The LES's and I are on a conference call trying to finalize the on-air forums and we need clarification on the motion that was passed on this.

The particular questions we have is regarding the following text;
That during the balloting period, airtime in the morning, afternoon and evening, in blocks of one hour for discussion/debate hosted by an election supervisor, shall be provided in sufficient quantity so that no such block will feature more than 4 to 5 candidates.
Does this mean that we have to schedule forums in the morning, afternoon and evening OR can we schedule forums that would then air in the morning afternoon or evening?

The whole idea of the candidate forums, is to provide an opportunities for the analog ( & digital) radio audience/membership to be able to hear the candidates and then be able to INTERACT IN REAL TIME through Q & A with
the candidates. In KPFT's LSB elections of 2012, these broadcast forums were then immediately ARCHIVED so that the membership could later access the candidates' forums through the station's website. Reportedly, Pacifica bylaws refer to the importance of providing such opportunities for listener/membership live interaction with candidates through such Q & A's. Some candidates could not be physically present in the studios, so they were allowed to participate through a studio telephone hook-up.---

Sorry, L. Joy Williams's query went to an old version of the Elections
Committee list on googlegroups -- I am forwarding my reply to the
current list on yahoogroups. I am not on the PNB, but I believe the
intent of the original motion as forwarded to the PNB from the
Election Committee was to ensure that the varying audiences of
Pacifica's stations got to hear some live on-air forums, because
morning and evening drive times are most-listened-to, and because
audiences vary during different day parts. An amendment to repeat or
rebroadcast all forums during all day parts was voted down, but I
believe having some on-air live forums during morning, afternoon and
evening day parts was the intention. For KPFK, where we will need at
least 10 programs to cover all our candidates, it is also the fairest
way to share the burden of pre-emption so it doesn't fall exclusively
on evening shows, but is spread around the day and week.--Michael

Two points re past Pacifica election of 2012: the actual candidate forums (at KPFT) allowing for live Q & A from analog radio audience, were NOT rebroadcast according to my recollection.

However all the forums ( "debates") were immediately archived, giving the membership additional access to the candidates' public positions on the issues.--Maria Elena Castellanos; KPFT-LSB; listener-sponsored delegate; first term , Dec 2012
