Report of the
PNB Personnel Committee
to the Pacifica National
Board
July 12, 2010
For the last three months, the Personnel
Committee has been continuing work on the Pacifica management job
performance reviews, to ensure they would be completed before the end
of the respective 6 month probationary periods of the Executive
Director (ED) and Chief Financial Officer (CFO). The PNB is
required by the ED and CFO contracts to provide them with written
performance evaluations during this period. This spring, the PNB
extended the CFO probationary period to the end of July to reflect the
later start date of full time work as CFO.
The committee conducted an anonymous survey to gather
information for review of the ED in April. In May, the committee
compiled the results, prepared a summary report, met with the ED in
executive session to go over the survey results and report, and then
met with the rest of the PNB in executive session to go over the same
material, all before the May 31 end of the ED's probationary
period.
Since then, the committee has concentrated on getting ready for
a similar survey and review of the CFO. The committee
compiled a list of lessons learned from the ED survey and these are
being incorporated into the CFO survey process. The CFO
survey is being conducted this week and committee members will compile
the results and write a report next week based on the survey results.
Plans are to then review the report with the committee and ED, then
send it to the CFO and the rest of the PNB to review, and then to have
an executive session with the PNB, ED, and CFO together near the end
of July to go over the survey results and report.
The ED and CFO surveys were based on responsibilities outlined
in the ED and CFO job descriptions. Both surveys have multiple
choice questions but also provide for comments from survey respondents
so they may provide any feedback they wish on specifics. The
surveys ask for responses on general categories of the ED's and CFO's
responsibilities. In addition, questions are asked on areas
where the ED or CFO is doing best, where each needs the greatest
improvement, and whether each should be retained after the
probationary period.
The Personnel Committee works to collect this information of
individuals' opinions regarding ED and CFO job performance, and to
summarize it for the benefit of the ED, CFO, and PNB. The online
survey tool compiles numerical summary data separately for each
question and both for all respondees and for each subgroup (PNB,
National Office staff, GMs, etc.) but of course any decisions are made
by the PNB.
Starting next month, the Personnel Committee has tentatively
decided to begin work on revising the CFO job description. The
intention is not to change the job responsibilities, but primarily to
better organize them and eliminate redundancies. Committee
members noted, during preparation of the CFO survey, that it was more
difficult (than for the ED) to develop a survey based on the job
description to help evaluate the CFO performance, and having a better
organized list of CFO responsibilities may help the ED, CFO, Personnel
Committee, and PNB as a whole in the future. Input from the ED,
CFO, and PNB will be solicited in this process, and any revision that
results will need to be approved by the PNB.
The ED evaluation surveys were sent to all Pacifica National
Office staff, to all GMs/iGMs and the PRA director, to all members of
the PNB, and to other LSB members who are also members of PNB national
committees.
The CFO evaluation survey is being sent
to all Pacifica National Office staff, to all GMs/iGMs and the PRA
director, to all members of the PNB, and to other LSB members who are
also members of the PNB Audit and Finance committees, and to business
managers and database/member list managers at each station, all of
whom work with the CFO.
The committee is working to ensure that the job performance
surveys will provide not only a basis for evaluations of the ED and
CFO and the needed information for the PNB, but also provide the ED
and CFO with feedback that is useful to them in their jobs.
Finally, the Personnel Committee established a public Google
group to enhance transparency and make it easier for current and
future committee and PNB members to access non-private documents and
e-mails. The ED and CFO survey questions (but not responses or
summaries), job descriptions, and other relevant files are available
