Progressive elaboration vs Rolling Wave Planning

Please can someone help me to better understand this terms

Good question and also the explanation. So the best way to relate or
differentiate the 2 is that rolling wave planning is a tool and
technique to accomplish progressive elaboration. Rolling wave planning
is confined to individual work packages and activities within -
combined effect of which results in progressive elaboration of the
project as a whole..
