My guess is that these % will vary by industry in which the project is
initiated. It will also probably depend on the maturity level (OPM3?)
of the organization that will determine the typical time spent on each
process group.
Broadly, yes I agree that planning and execution is where most of the
effort will reside simply because the number of people involved in
these 2 process groups will almost always be higher than any other
process group. Whether planning has higher % than execution depends on
enterprise environmental factors - whether an organization has to nail
down and plan all pieces before execution or prefers iterative or
rolling wave approach....again, different industries, different
preferences and approaches...
