Choice 1 Improvement in skills of team members

but not sure. but this is related to individual team member and
based on skills we can't evaluate team's effectiveness.

Well..I am looking for explanation why choice 3) is the best one!
Jawed, Setty, Chami - please provide your reasoning!

Also, Jacky - I want to know WHY you chose 4)

Now, a twist in the tale - I had slightly tweaked one of the choices
in order to understand the reasoning better..In the original question
the choice 4) said "Delivery of project deliverables BEFORE time"

This had made me choose 4) as the correct ans since we want deliveries
to be ON TIME not necessarily BEFORE TIME (before time doesn't
necessarily mean that performance is better)...

Now, according to the source, choice 4) is the right answer, however
following is their justification...it didn't exactly match my
reasoning so I wanted to check how the reasoning and answer choices
change if the "BEFORE time" (which was my key in this ques) were
modified

Justification from the source: To evaluate the team`s effectiveness,
we do not consider the project delivery parameters like scope, time or
cost. In this process, the emphasis is on developing the skills of
individual team members, and their ability to function as a team.

Looking for more thoughts/comments.

I had opted as   Choice 3        Decrease in staff-attrition (i.e., fewer people leaving the project team) because the employees moving out of the project feel a better promising oppurtunity in the other project  than they have in the current project.

Well, the reason that i did not select choice 4 coz:

I thought;
Delay project deliverables will impact to performance. That means on time deliverables will increase project performance as well.

So choice 4 can use to evaluate team effectiveness as well as choices 1, 2.

You have to use method of elimination for shorT listing options and if we do it from strong influencer of team's effective performance to least then it will be in the following sequence:
 
Project Delivery on time would be effected due to knowledge, skills, expereince, competencies, capabilities and then decrease in attrition (decrease in attrition could be due to othe reasons also which includs higiene and motivation factor in org. as per Hertzberg theory)

Onkar, good question. If choice 4 had written with "Before time" I might have lost between choices 3 & 4
