Well..I am looking for explanation why choice 3) is the best one!

Also, Jacky - I want to know WHY you chose 4)
Now, a twist in the tale - I had slightly tweaked one of the choices
in order to understand the reasoning better..In the original question
the choice 4) said "Delivery of project deliverables BEFORE time"
This had made me choose 4) as the correct ans since we want deliveries
to be ON TIME not necessarily BEFORE TIME (before time doesn't
necessarily mean that performance is better)...
Now, according to the source, choice 4) is the right answer, however
following is their justification...it didn't exactly match my
reasoning so I wanted to check how the reasoning and answer choices
change if the "BEFORE time" (which was my key in this ques) were
modified
Justification from the source: To evaluate the team`s effectiveness,
we do not consider the project delivery parameters like scope, time or
cost. In this process, the emphasis is on developing the skills of
individual team members, and their ability to function as a team.
Looking for more thoughts/comments.
