Who is creator of Project Charter?

Dear all,

please help me to 100% clarify simple question - Who can create Project Charter?

 

In my practice it might be PM or PMO or PM Supervisor or Sponsor (even if this Pr. Chrt. states that exactly this PM is assigned to the project). Usually it does PM, if you are lucky Sponsor can provide SOW & Business case.

In real life you as PM usually do all - Business case, SOW, Project Charter, Contract Preparation - all of documents most often are prepared or finalized by PM with cooperation of Sponsor, Customer, Experts, PMO.

 

After that Pr. Chrt. should be approved by Project Sponsor or PMO or Portfolio Steering Comitee.

 

In PMB OK is written - "... They (means Sponsor/PMO/Portfolio Steering Comitee) will eather create Project Charter or Delegate that Duty to Project Manager. The initiator Signature on the charter authorizes the Project "

which seems very logical.

 

But i found in internet this beauteful question, with "B" recommended answer.

 

10. The creator of the project charter is identified as the ______.

A. Project manager
B. Outside senior manager
C. Internal control expert
D. Quality control expert

What is your opinion? Why the answear can not "A"?

Project manager/Internal control expert/Quality control expert are part of the project team who can lead and deliver a project and can not issue a project charter

but  Outside senior manager my be a sponsor and therefore B is the correct answer...

Project Sponsors assigns Project Manager once the project start

The project charter is prepared by sponsor.

 

For C,D --> suitable for expert judgement only

A is wrong.

So the suitable answer is B. (B is the most suitable to be defined as a sponsor)

Zaur,

As per PMBOK,project manager can author the Charter only after delegation from senior management (sponsor, committee etc). 

Hence i think B is the correct answer in this case.

Project charter is supposed to assign the project manager to the project(ideally speaking). IT should be created by the project sponsor and assign PM to it. but in the realistic world, sponsor hardly creates it. Even though PM creates this document, but it should be under sponsor's name only. This is my understanding.
