My answer is b, since it is a new project it should have business case to gain support to have this project started.

B is the best answer for new project to start as it contains business case.

Yes the answer is b.  Because to initiate a new project, PM need a business case, EEF and org process assets.

"C" because the requirement should contain a business case etc. as well approval from the change control board(it may accept or reject the requirement).

For me there is no trick in this question its pretty straight forward... start reading from "Sponsor's approval to initiate a new project for the same. What does the PM need for this?" and the typical answers would be:"

I dont have the correct answer and it seems that there are a lot of different answers. can anyone confirm whats the most likely answer?

A is definitely not the answer for this question hence C (as it include A as a choice) because in order to start a new Project or Phase we do not need an approval from the Change control board. We definitely need the business case in order to see if the project is worth doing i.e Business case (and obviously the EEF and OPAs), so I will stick with B as my answer.

It is true that  it should be treated as a new project and for the New Project you need the Project Charter . and option B Business Case, Enterprise env factor and Org process assets are input to the Develop project Charter so the correct Answer is B

Given the limitations listed, B because the Charter for the new project would need to Business Case, EEFs and OPAs.  The question is tricking you because B is part of the Charter and the critical need is the Charter.

In the first sentence the sponsor had already review the request which was Perform Integrated Change Control. Once the sponsor decided it was a new project then B would be what was needed. The business case, EEF & OPA would have initially been part of the change request that he would have taken to the Sponsor for approval to start a new project. So B is the answer.
