Hi,

 

Rolling wave planning is one type of progressive elaboration technique.Progressive elaboration techniques is based on gradually arriving at the detailed requirement.

 

In rolling wave planning we plan for the work which is nearer in development cycle is detailed out while work to be done in latter part of the cycle will be detailed out latter.

 

One more point here is WBS is also a type of progressive elaboration technique.

PMBOK4 in its section 6.1.2.2 says that rolling wave planning is a
technique used for activity definition, alongisde with decomposition.
It's when near future is planned in more detail than the farther
future, and in that sense it is explicitly said that rolling wave
planning is a form of progressive elaboration planning.
