Help requested

Hi folks:

           I have gotten myself into a difficult situation and I was wondering whether anyone out there could help me.

           I am working on an article on the 律令 system of rice loans 出挙 and I have translated most of the edicts and laws contained in 六国史.  Unfortunately, I have one translation for a section of a law for which I have no date and no reference.

           It is as follows:  

“In some cases when the borrower has died, have the provincial office investigate and based upon the truth of the matter forgive the loan.  If officials allow fraud, punish them as if it were a violation of an Edict [choku] and never appoint them again.”

I know that it is asking a lot, but does anyone out there have the indices for the rikkokushi and would mind consulting them for me?

I did not use the 日本文徳実録.

I have no access to a library containing Japanese sources and no longer own them myself.

Since it is asking a lot, I would be willing to compensate anyone who finds the elusive quote.

I have xeroxes of the 出挙 entries in the rikokkushi and will continue to search on my own.

I appreciate any help or comments.
