pmix.org migrate to self-hosted captcha

Hi all,

The Open MPI project has graciously hosted our reCAPTCHA pages to protect
the meeting links from web bots. Many thanks to Jeff Squyres for shuttling
files and updates on our behalf.

Starting in 2025, we will use a self-hosted CAPTCHA for PMIx Standard that
protects the meeting links @ pmix.org/captcha/

This is not a highly secure mechanism, but hopefully will suffice for our
purposes (see notes in website repo under `captcha/` dir for details).
