Working Group workload

Hi All,

This topic came up at the last PMIx monthly meeting. It was in the context of another working group, but I think it's directly relevant here. Basically, some of the working groups are trying to figure out how to balance the engineering workload and the idea came up that participation in a working group can be classified in two ways:

1) A working group has the participants doing actual work -- writing code to various runtimes that use PMix, adding to the standards document, and adding to OpenPMIx and/or PRRTE. 

2) One person does the work of 1) and the rest more or less make intellectual contributions. 

Some of the working groups (us included) are in number 2, and that is making the process slower than it could be if they were operating in 1). We are mostly in 2, with Kshitij taking on the majority of the engineering work, but I do agree with the rest of the committee that 1) would be more productive. 

How should we proceed to get closer to number 1? How close to 1 can we get? Let's plan to discuss this at the next meeting.
