Scheduler integration definitions

Just wanted to ensure folks were aware of additions made to the OpenPMIx master branch to support scheduler integration to runtime and applications. These include:

Any comments on this would be appreciated. Or we can schedule a discussion for some future meeting time.

I hope to implement some of those proposed things beginning late this month or early March.
