plovr expand environment variables in config.json

Is there a way to pass variables to be expanded to plovr's config files? I'd like to pass things like ${MODULE_OUTPUT_PATH} that might only be known at build time. The alternative is I need to first write a build target that generates the config.json file that plovr uses.
