There was an article in the Journal of Court Reporting about a blind court reporter. The article didn't go into detail about what she did to get through court reporting school. But it's certainly possible.
It would be easy to differentiate hardware. I saw this on Facebook a couple days ago. If you are using a steno machine, put keypads, either leather or rubber, on the vowel keys and both Rs. If you are using something with a different key shape, still, use something to mark the vowels and the Rs so you could feel it with your eyes closed, like how computers usually have F and J with raised bumps.
As for software, I don't know anything about the software blind students use to do speech to text, so I'm no help there.
