Sky Truth is a resource that you can sign-up for that will send you an e-mail when spills are reported near you 50-100 mile radius.

This report is about plastic pellets spilled in the railyard in the Upper 9th ward / Baywater area, but you can see from the map the number of other spills that have happened in New Orleans that most people don't know about
