Annual covenant charge

I brought a plot ( number 41) for around £27,000, at bourne end buckinghamshire. Ive been paying this covenant charge for many years now. I was never told about this charge but i have still been paying it due to them threatining me with the bailiff letter from the court. I am confused to whether this is right for me to continue paying.
