Can you please create a ticket in the Internationalization component on trac?  Thanks

For Tatar, plone.i18n is aware of this language. So you can right away create a tt/LC_MESSAGES folder in the plone.app.locales/locales directory (which is PloneTranslations/trunk on svn) and start translating.
