Our primary methods paper has been published, and is available at https://doi.org/10.1186/s13742-015-0047-8 .  This can be cited as:

Chang CC, Chow CC, Tellier LCAM, Vattikuti S, Purcell SM, Lee JJ (2015) Second-generation PLINK: rising to the challenge of larger and richer datasets.  Gigascience, 4:7.  doi: 10.1186/s13742-015-0047-8

In BibTex format:

@ARTICLE{chang:2015:plink,
  author = {Chang, Christopher C and Chow, Carson C and Tellier, Laurent C A
        M and Vattikuti, Shashaank and Purcell, Shaun M and Lee, James J},
  title = {Second-generation {PLINK}: {R}ising to the challenge of larger and
        richer datasets},
  journal = {GigaScience},
  year = {2015},
  volume = {4},
  pages = {7},
  doi = {10.1186/s13742-015-0047-8},

We have also posted a set of 1000 Genomes variant call files, at https://www.cog-genomics.org/plink/1.9/resources#1kg (phase 1, GRCh37 reference) and https://www.cog-genomics.org/plink/2.0/resources (phase 3, GRCh37 reference as of this writing; more coming soon).  These downloads are much smaller than the original VCFs; we hope this proves to be a nice convenience for researchers.  Note that the main phase 3 download DOES include annotations and phase information, since it uses the PLINK 2 file format.
