Can you clarify where you're having difficulty? The installation process hasn't changed: just download (click a "Windows 64-bit" download link on https://www.cog-genomics.org/plink/2.0/ ), unzip, and put the executable somewhere in your system PATH.

I've already followed your lead. but when I type run the black terminal window flashes for an instant then disappears, so I can't get PLINK to run either.

plink is a command-line application; it does not open a window.
