upgrade commons-collections?

Is there a reason Play only uses commons-collections 3.1? 3.2.1 has
been out for years and includes some nice features like
CollectionUtils.isNotEmpty(). In theory we should be able to upgrade
to commons-collections 3.2.1, commons-fileupload 1.2.1 and commons-
lang 2.6 without breaking binary or source compatibility. According to
Apache, even upgrading to commons-io 2.0.1 is binary and source
compatible, though it does require Java 5 for nio. Are we staying at
old versions for compatibility with some other old libraries?

update the dependencies.yml file as well) it would be easier for us.

I still haven't had time to learn git and figure out how to make
patches using github, which is why most of my open bugs - even simple
ones - don't come with a pull request :( When i get time i will try
put more pull requests in.
