setting seed value in crypto AES Encryption

Is it possible to set the seedfor the crypto AES encryption so I get the same encryption key back? I would like compare the encrypted passwords and not decrypt the passwords.

Please suggest

You dont want encryption for passwords. You want password hashing. Look into bcrypt, and the jbCrypt implementation.
