I am not aware of any CMS built on top of play framework.  Play is primarily for application developers to write applications.  CMS's are primarily for content publishers to publish content.  What do you want to do?

CMS should be done entire your own codebase with Scala, not Play or you limiting yourself with just Scala/Japid template engine.
