* Allow plastimatch convert to copy more DICOM metadata from referenced CT
* Fix bug where empty DICOM tags were not being written

Additional information for the windows binaries.

* This binary package does not support CUDA. If you need windows CUDA binaries, please stick with 1.9.3 binaries or compile yourself. I hope to resolve this issue with plastimatch 1.10.
* This build uses upgraded platform and packages: VS 2022, DCMTK 3.6.7, ITK 5.2.1. Older windows platforms may need to install the 2022 C runtime libraries.
