Defra letter on plastic bags

Deb Garnett from our campaign group wrote to Defra in February asking
for the government to introduce a plastic bag levy. The reply she got is here:

The reply says that Defra is reviewing progress on plastic bag
reduction this summer, and also reviewing their approach to this
particular issue. "Whilst we have no plans to change our policy or
introduce a charge ahead of then, no options have been ruled out."
