The containers, once filled with compressed trash, could be sealed and
released near shore. A cable would run from the container to a buoy
that has solar panels or the cable runs to the shore (local power
providers could be used to provide the charge). The electrical charge
would provide a low magnetic field around the container. Which in turn
would attract larvae and create, in time, a reef.

The growth rate of the reef would be much greater than by natural
growth. It would not take long to build up 1 - 3 inches around the
container, then the cable could be disconnected and let nature handle
the rest.

The issue would be the amount of trash, creating a texa size reef
would not be an option. Though a service to provide barrier reef
construction, errr .. eco friendly contruction, could protect coastal
cities from sonami's, while encouraging sea life growth. Of course,
with sea life growth, local economies and markets become healthier.

But, the idea is to spread the trash .. back to all those that had
made the deposit in the first place, lol. It would prevent the trash
from entering landfills or furnaces, encourage sea life to return to
underwater wastelands, etc.

OR, create a Texa's sized landmass on the west coast, name it .. the
Soup State.

Also, a Cargo vessel should be converted into a proccessing plant or
better yet, a warehouse or factory on shore would be more practical.
The US could give HUGE tax incentives for fishing vessels that provide
services to the project in their off season. Even encouraging the non
dedicated to doing one haul as they move from the NW (bering sea) back
to the west coast, once their fishing season ends. Of course, the more
that is hauled back, the greater the incentive.

Actually, there are plenty of naval bases that have been closed, the
government could provide free access for the project. Maybe even a
ship or two ..

So much for sleep, gotta love insomnia. Expanding, a few extra
details.

By requesting the use of a closed military base, it would provide
facilities, docks, transit access, hard wired communications and
perhaps a dish for sat-com. This would be ideal for any government
funding department, as it would offset the overall funding needs by
the project. Saving them money and putting money pits back into the
action.

Also, requesting government owned vessels for the project would be
ideal as well. Minor conversions for a net system would allow the
vessel to operate year round. Not to mention, putting such vessels
back into service would be far cheaper than having to fund a project
to purchase such. It would of course remain as government property,
but it is of course non profit.

Fishing vessels who provide service during off season could use their
nets to haul the goods or trash. Tax incentives for crew, captain and
company/owner would be provided. An EXAMPLE: 50 cents per pound for
each crew member and captain, company vessels or private owner would
recieve 3 dollars per pound. Thus a vessel that hauls 10,000 pounds
would provide a tax deduction of 5,000 for each deckhand and 30,000
tax deduction for company/owner. While I'm at it .. 10k pounds is
chicken feed in the fishing industry, Bering Sea fishing vessels deal
in 100's of thousands of pounds .. per haul. In essence, it would be
ideal for them to provide services, given their operational costs and
consistant maintance/upgrades .. a financial nightmare.

Also, those who do provide services would recieve fuel vouchers from
oil companies to compensate for services. I figure the oil companies
need to share some coins with their record breaking profits and .. eco-
disasters. Least they can do is cover the cost of the fuel per haul
for some PR value. Fishing vessel insurance increases due to prolonged
operation could be provided by the project, well, atleast the
difference. Shore facility will also provide personnel, with
industrial enviromental disposable suits, for scrubbing fishing
vessels after off load. Local facilities could provide sample analysis
after scrubbing, ensuring a clean bill of health.

Off seaon could provide a vast fleet of ships hauling trash each year.
It would be ideal to ensure project operated vessel/s convert their
roll as a stand-by rescue vessel/s and off shore central
communications for logistical needs between fishing vessels and shore
facility. While housing researchers for months at a time, to include
the ocean and other forms of research, such as power alternatives;
kite research, off shore power generators, balloon power plant, etc.
