PLEP voting on PLEPs 1, 2, 4, 5, 7

Hi everyone,

I was going to start separate threads for each one of these, but I figured eh, let's not spam. We're just about ready to vote on PLEP 1, 2, 4, 5 and 7 - take a look at the links below and please vote, discuss or suggest changes :) It's probably simplest to keep discussion on these to the relevant GitHub PRs.

• PLEP1 on purpose, guidelines and the general "what's a" of PLEPs
• PLEP2 on how we are not a dictatorship (PlasmaPy's governance model)
• PLEP4 on licensing, which is srs bsns as and about which I have no jokes to make
  
• PLEP5.0.0 on our (semantic) versioning scheme
• PLEP7 on our main Plasma computational/data object

There's also my PLEP8 on making dependencies optional, which is a bit more on the informative side but which could use some input. We'll likely discuss it at the next teleconference (in ~2 weeks, the exact time of which is possibly going to change as people prefer it).
