dif. permissions for dif. calendars

Is it possible to lock down 1 plans calendar, with a password, and
leave another plans calendar open so anyone can add events?

I'm assuming you have set a master password for all the calendars. If
so, you could set a password for the 1 calendar you want to isolate
(and of course don't publish it), and either set a blank password for
the others, or post the password on the page somewhere. I haven't
tried this, but I don't see why it wouldn't work.
