I've been thinking a bit about how to do issue maps for the portals.  I think we could take what we have for bikeshare, simplify it and wrap it up into a plugin.  When people activate that plugin for a particular portal, a db table is created to store the points.  Then people could activate the map on a page usine a short code or a page template.  People could drop points on to the map from a legend.  An admin ui could exist to delete unwanted points.  We could also have it so that admins can delete points just by clicking on them on the map.  

Will there be at most one map per portal?  If so, that would make it easier.
