I think much of this text comes from the T20 book Gateway but will check tomorrow. (Large chunks of Trailing Frontier are essentially a reprint of the Ley and Gateway portions of that book)

It's the reminder that the local fleet is doing poorly isn't it... that a neighboring fleet has a cruiser on detached patrol...

Running an interstellar empire used to be so orderly... said no one ever...
