Whilewe are optimistic about the potential of AI, we recognize that advanced technologies can raise important challenges that must be addressed clearly, thoughtfully, and affirmatively. These AI Principles describe our commitment to developing technology responsibly and work to establish specific application areas we will not pursue.

The expanded reach of new technologies increasingly touches society as a whole. Advances in AI will have transformative impacts in a wide range of fields, including healthcare, security, energy, transportation, manufacturing, and entertainment. As we consider potential development and uses of AI technologies, we will take into account a broad range of social and economic factors, and will proceed where we believe that the overall likely benefits substantially exceed the foreseeable risks and downsides.

AI also enhances our ability to understand the meaning of content at scale. We will strive to make high-quality and accurate information readily available using AI, while continuing to respect cultural, social, and legal norms in the countries where we operate. And we will continue to thoughtfully evaluate when to make our technologies available on a non-commercial basis.

AI algorithms and datasets can reflect, reinforce, or reduce unfair biases. We recognize that distinguishing fair from unfair biases is not always simple, and differs across cultures and societies. We will seek to avoid unjust impacts on people, particularly those related to sensitive characteristics such as race, ethnicity, gender, nationality, income, sexual orientation, ability, and political or religious belief.

We will continue to develop and apply strong safety and security practices to avoid unintended results that create risks of harm. We will design our AI systems to be appropriately cautious, and seek to develop them in accordance with best practices in AI safety research. In appropriate cases, we will test AI technologies in constrained environments and monitor their operation after deployment.

We will incorporate our privacy principles in the development and use of our AI technologies. We will give opportunity for notice and consent, encourage architectures with privacy safeguards, and provide appropriate transparency and control over the use of data.

Technological innovation is rooted in the scientific method and a commitment to open inquiry, intellectual rigor, integrity, and collaboration. AI tools have the potential to unlock new realms of scientific research and knowledge in critical domains like biology, chemistry, medicine, and environmental sciences. We aspire to high standards of scientific excellence as we work to progress AI development.

We will work with a range of stakeholders to promote thoughtful leadership in this area, drawing on scientifically rigorous and multidisciplinary approaches. And we will responsibly share AI knowledge by publishing educational materials, best practices, and research that enable more people to develop useful AI applications.

Many technologies have multiple uses. We will work to limit potentially harmful or abusive applications. As we develop and deploy AI technologies, we will evaluate likely uses in light of the following factors:

In addition to the above objectives, we will not design or deploy AI in the following application areas:

1. Technologies that cause or are likely to cause overall harm. Where there is a material risk of harm, we will proceed only where we believe that the benefits substantially outweigh the risks, and will incorporate appropriate safety constraints.

2. Weapons or other technologies whose principal purpose or implementation is to cause or directly facilitate injury to people.

3. Technologies that gather or use information for surveillance violating internationally accepted norms.

4. Technologies whose purpose contravenes widely accepted principles of international law and human rights.

As our experience in this space deepens, this list may evolve.

All human rights are indivisible, interdependent, and interrelated: the improvement of one right facilitates advancement of the others; the deprivation of one right adversely affects others. Freedom of expression and privacy are an explicit part of this international framework of human rights and are enabling rights that facilitate the meaningful realization of other human rights.[v]

The duty of governments to respect, protect, promote and fulfill human rights is the foundation of this human rights framework. That duty includes ensuring that national laws, regulations and policies are consistent with international human rights laws and standards on freedom of expression and privacy.

Tech companies have the responsibility to respect and promote the freedom of expression and privacy rights of their users. Technology has the potential to enable the exchange of ideas and access to information in a way that supports economic opportunity, advances knowledge and improves quality of life. By implementing these Principles, tech companies can also work to protect, promote and support human rights, including through improved responsible decision-making, shared learning and multistakeholder collaboration.

The collaboration between the tech industry, investors, civil society organizations, academics and other stakeholders can strengthen efforts to work with governments to advance freedom of expression and privacy globally.

Technology companies should comply with all applicable laws and respect internationally recognized human rights, wherever they operate. If national laws, regulations and policies do not conform to international standards, tech companies should avoid, minimize, or otherwise address the adverse impact of government demands, laws, or regulations, and seek ways to honor the principles of internationally recognized human rights to the greatest extent possible. Tech companies should also be able to demonstrate their efforts in this regard. For these reasons, these Principles and their accompanying Implementation Guidelines establish a framework to provide direction and guidance to the tech industry and its stakeholders in protecting and advancing the enjoyment of human rights globally.

The participants have also developed a multi-stakeholder governance structure to ensure accountability for the implementation of these Principles and their continued relevance, effectiveness and impact. This includes transparency with the public, independent evaluation and multistakeholder collaboration.

Freedom of opinion and expression is a human right and guarantor of human dignity. The right to freedom of opinion and expression includes the freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.[vi]

Freedom of opinion and expression supports an informed citizenry and is vital to ensuring public and private sector accountability. Broad public access to information and the freedom to create and communicate ideas are critical to the advancement of knowledge, economic opportunity and human potential.

The right to freedom of expression should not be restricted by governments, except in narrowly defined circumstances based on internationally recognized laws or standards. [vii] These restrictions should be consistent with international human rights laws or standards, the rule of law and be necessary and proportionate for the relevant purpose.[viii][ix]

Participating companies will respect and work to protect the freedom of expression of their users by seeking to avoid or minimize the impact of government restrictions on freedom of expression, including restrictions on the information available to users and the opportunities for users to create and communicate ideas and information, regardless of frontiers or media of

Participating companies will respect and work to protect the freedom of expression rights of users when confronted with government[x] demands, laws and regulations to suppress freedom of expression, remove content or otherwise limit access to communications, ideas and information in a manner inconsistent with internationally recognized laws and standards.

The right to privacy should not be restricted by governments, except in narrowly defined circumstances based on internationally recognized laws and standards. These restrictions should be consistent with international human rights laws or standards, the rule of law and be necessary and proportionate for the relevant purpose.

Participating companies will respect and work to protect the privacy rights of users when confronted with government demands, laws or regulations that compromise privacy in a manner inconsistent with internationally recognized laws and standards.

Participating companies will ensure that the company Board, senior officers and others responsible for key decisions that impact freedom of expression and privacy are fully informed of these Principles and how they may be best advanced.

Participating companies will identify circumstances where freedom of expression and privacy may be jeopardized or advanced and integrate these Principles into their decision making in these circumstances.

Participating companies will implement these Principles when they have operational control. When they do not have operational control, participating companies will use best efforts to ensure that business partners, investments, suppliers, distributors and other relevant related parties follow these Principles.[xii][xiii][xiv]

While infringement on freedom of expression and privacy are not new concerns, the violation of these rights in the context of the growing use of technology is new, global, complex and constantly evolving. For this reason, shared learning, public policy engagement and other multi-stakeholder collaboration will advance the enjoyment of these Principles.

Participants will take a collaborative approach to problem solving and explore new ways in which the collective learning from multiple stakeholders can be used to advance freedom of expression and privacy.
