Berdasarkan informasi sejauh ini, kita masih akan memonitor situasinya sampai kita dapat informasi yang lebih jelas tentang dampak kemanusiaan yang membutuhkan eksternal response dari kita.

Subject: Internal Update - Yellow Alert Belitung Flood

 

Dear CMT members,

 

Please be informed of the updates related to flood that hit Bangka Belitung Province on Sunday.

 

·         Situational update - Heavy rain with extremely high intensity (more than usual monthly average) that lasted from Friday (14/7) to Sunday (16/7) has caused a widespread flooding in some areas in Bangka Belitung province, a cluster of islands off the east coast of Sumatra. Flood started to get worse from Saturday (15/07) at 05.00 p.m. which then continues to increase and expand with a height of up to two meters in some areas within two districts, Belitung and East Belitung. Mining activities that have exploited tin for hundred years are blamed as the cause of severe environmental degradation  in the area that also increase the risk of extreme flooding. The mining activities have  been long debated due to its impact on environmental stability, horizontal conflicts, other negative impact on the ecosystem, despite its important role as the local economic driver.  

 

·         Affected area - The recent flooding has inundated houses in seven sub-districts in East Belitung district, namely Simpang Renggiang, Kepala Kampit, Dendang, Damar, Gantung, and Manggar and other four sub-districts in Belitung district, i.e. Tanjung Pandan, Membalong, Sijuk and Badau. This flood is considered worse than last year flood in February in terms of geographical areas where four districts in Bangka Belitung were affected at that time. Last year’s flooding had killed one person, inundated 8,854 houses and forced about 22,536 families to displace and emergency status was declared by the local government.

 

·         Humanitarian impact - As of reporting time, there is no official report on casualty, number of affected population and clarity about the extent of humanitarian impact caused by this incident. A major disruption of road access, however, was reported as some areas in Manggar sub-district of East Belitung are totally paralyzed due to damaged bridges. The spokesperson of National Disaster Management Agency (BNPB) said on a press statement that the ongoing evacuation process has also been hampered by high flood and limited number of rubber boats. Not only affecting the evacuation process, this situation has also constrained logistical assistance to affected people.

 

·         Local response and coping - Combined officers from the army (TNI), Polri, Regional Disaster Management Agency (BPBD), National Search and Rescue (Basarnas), Regional Device Work Units (SKPD), Indonesian Red Cross (PMI), volunteers and the community have been on the ground to evacuate flood-affected people to higher and safer place. Data collection on damage and other impact of flood is still underway.

 

·         The impact on Plan’s project - The affected area is not Plan International project area and there is no sponsored children in the affected region.

 

·         Plan International Indonesia Response – Based on the situational analysis, the current flood is considered under Yellow Alert level. Plan International Indonesia is currently observing the situation through available source of information especially from official information released by BNPB and local government of Bangka Belitung if any. Emergency Response Specialist will liaise with ER strategic partner, CFK, that is based in Medan and work across Sumatera, if the situation deteriorates and further action is needed.
