community engagement frameworks in smaller Councils?

Kia ora koutou, 

I am wondering if anyone on here has access to a community engagement framework from a smaller Council you can share? Gisborne, BoP, Whakatane, Whanganui, Gore... others too!

I'm looking for some tried and true structures to inform some thinking and am especially interested in those councils using the Social Pin Point app.
