If you're writing to an embassy, the salutation for an ambassador is
'Your Excellency', without 'dear'. It should be very formal in style,
keep it short and state the purpose of the visit, then thank them for
their time and consideration.

Naukowa, nie beletrystyczna. Do ambasadora to ekscelencja, ale do
konsula to spotkalem sie tylko z tytulem konsul. Chociaz w przypadku
konsula generalnego i honorowego to chyba tez stosuje sie ekscelencjo.
Musisz to dla pewnosci potwierdzic. Wyslij maila z zapytaniem do
jakiegos kompetentnego pracownika uniwersytetu.
