it depends on your aim ...
i.e. do you want to do a piece meal job for the original community of 15-16 houses
or
do you want to protect the river over the 1 km ?

The "others will follow suit" approach to me is poor planning (because when others will follow suit, your system would probably be in the wrong location with reference to the planning needs for the whole area.

By virtue of your senior position as consultant with highway construction authority, I would recommend that you try to see if a concerted and planned effort could be developed to demonstrate effluent treatment along a 1 km strip of river.

Can you please give the name of housing you are working at.
Is it judicial town, 18 KM , murree road ?.
or else.
The valley like location may need a different handling.

You are right cells and pond has same meaning here. My rough working at the moment reveal that I need some thing like 3,000 square feet of pond for 100 persons domestic sewerage based on 1,000 square feet area for 2,000 gallons daily inflow. That means eight ponds of size 10ft into 30ft each. This is very tentative figure at the moment and likes to have participant's views for approximately estimated 5,000 gallons daily inflow.

The site is beyond Barakahu toward murree side and not in a valley please. It is not judicial town which has already a type of treatment plant in the vicinity.

I like to respond to your last message on the subject as follows:

I have at the moment the particular location in mind for which I provided the details after my site visit. I agree with your comments, in principle, about piece meal job but I want to keep the option that in case I am not able to convince other similar stakeholders, I can atleast  present this as model for others to follow. I am also considering the option of such a scatter of housing at an isolated location so that it may be considered as full treatment but any how my present study can be of use in both cases with slight adjustment(s).
