Dick,
Vetiver is truly unique, and I find it especially interesting for
stabilizing the banks of rivers and ponds and helping clarify these
water bodies. But for a CWL with horizontal subsurface flow (what we
may be looking at), it's not so obvious. Every plant has its own
unique characteristics, and it would very much depend on the design
details and local expectations, what plants turn out 'best'. What
about odor control, for example? Odor control could be pretty much
complete in subsurface flow.
In MP's design (which is also described in the literature you
provided), why use pontoons planted with vetiver grass if there are
plants, like water hyacinths, that float by themselves and you can
easily harvest?
